Got a call back from Gary Leaming, ODOT, concerning roads to Crater Lake.  ODOT completed their repaving activities leading to Crater Lake months ago.  Road around the crater is not in their jurisdiction - Crater Lake National Park Service. 

Also talked with Crater Lake National Park Service about the road conditions for road bikes around Crater Lake.  See attached link.

The Ride the Rim Event starts at North Junction #1, goes clockwise to Park Headquarters #9.  There is a bike valet with those signed up for the event at both North Junction and Park HQ.  A shuttle takes bike riders (no bikes) Park HQ to North Junction - available both directions .  The road from Watchman Overlook to North Junction has been scraped in preparation for paving, is somewhat steep and is not appropriate for road bikes - about 2 miles.  Cars will be permitted on this ‘in-progress’ section of road from North Junction to Park Headquarters.  Park service suggested leaving someone to watch their bikes (assuming no bike valet) and possibly take the shuttle to North Junction where one could bring back a car to pick up the bikes.
